'Lt Governor can't act independently, must act on council of minister's advice'

The Supreme Court has said that Lieutenant Governor can't act independently and has to act in accordance with the council of ministers' aid and advice. The Apex Court clarified that LG's assent is not needed for each govt decision. It said that attempt should be made to resolve issues and in case of dispute, matter can be forwarded to President.
